It is obvious, that construction, being the separate type of human activities and sector of economy, at the same time is a subject of complex legal regulation. The book by Maxim Popov entitled “Acquisition of public land for construction of commercial real estate” can be considered as a successful example of the description of relations in the construction. At first sight this subject comprises only land law issues; the author however looks at other aspects of complex legal regulation, including administrative, town-planning, and others. This book has a practical relevance which can be confirmed by the author’s appeal to the practice of the legal regulation and dividing the work into two main parts: a description of the procedure for granting land plots for construction of commercial real estate and part with Russian court decisions concerning the respective issues. A structure of the book is very clear and convenient corresponding with a structure of the Russian Land Code which set the land granting procedure by two ways, with preliminary approval of the places where facilities are going to be located and without it. At the same time this book having practical relevance covers the prospects of legal regulation not enough. In particular, it is necessary to have a discussion on the efficiency of the procedure on granting land plots as the current institution of the preliminary approval cannot be considered as best possible.
